Male, Han nationality, born in November 1950, Guzhen, Anhui Province. He joined the Communist Party of China in February 1975 and started to work in May 1969. He graduated from Beijing Normal University with a major in philosophy, and then he got his postgraduate degree, master's degree in BNU and after graduated he stayed for teaching became a professor.

He is currently the director of the Thirteenth National Committee of the Political Consultative Conference on Education, Health and Sports.
